I've been pleased with FCKEditor in the past -- high customizable so you can strip it down to only the features you want to offer your users.

I want to find a text editor to use in a project that I am working on. My target group will be people who are not tech savvy and some will be using dial up connections. So Flash forms won't work for this instance because of the time it takes to initialize that page.
