I understand that there is generally no need for 'sessions', but I need to
have a timeout, and be able to store all of the state on the server.  Having
any of that on the client side can be risky.

I'm looking for a simple framework that allows the server to manage all
the state info. (I'd like to be able to end a user's session for example, so
that they would have to relogin, etc)

I think using a server-side object with FDS would allow some of the
flexibility, but I am not sure how scalable FDS is with it's subscriptions.

Sessions, in 99% of Flex apps aren't needed. You have state now.
Developers need to shift the thought process when building RIA's.

The login/auth depends on the application being built. If there is
something semi specific, I can help you get through it.
