Re-craft the security policy to put the pass rules in the right order. Blocking 
anything on MAC address is a maintenance headache.

Ok. Thanks for reply. I am using the proxy server, its not working properly. 
its blocking the unrestricted ips also thats why am asking how to block through 
mac address. we can't do this through pfsense.

Do you understand the basics of IP networks? I think that you need to do A LOT 
of reading. MAC addresses or only pertinent on the local network segment.
