I'm not aware of any means of preventing that. ISC dhcpd doesn't
appear to have any configuration options to do so from a bit of
searching (though you may want to do some more searching there), and
each of those DHCP requests will be a single state on the firewall so
it's not able to be limited by the advanced options on a firewall
rule.
