All I can really say to that is "wow". Here in the UK I doubt you'd pay much more than an extra £3 or £4 per month for a /29 range, with any self-respecting provider. Many will give you a /29 at no extra charge (or a small one-off charge) if you justify its usage.

Yes, that's why I suggested the /29 - that way you could do both load balancing and failover, either in a straightforward round-robin style, or with source, destination or port -based rules.
I'm afraid I don't have sufficient experience in a dynamic WAN IP environment to be able to offer further useful comment on this thread. Hopefully someone else will have done what you're trying to do.
