I have no qualms if its working as intended due to the DHCP service. Like I stated, every other DHCP server I worked with DHCP reservations have to be part of the scope, otherwise you get an error that the reservation assigned is outside its scope, and therefore not under its control. Perhaps a note on the static mapping page that states it MUST be outside of the DHCP range.
