Try turning off polling from
system --> advanced --> networking
Took all CUP down to 0%.
I'll take it. It's fixed and running great in the VM.

I updated the VM to the latest build and set the kern.timecounter.hardware
i8254 and still have a peaked CPU. Any suggestions?

and confirming that the VM tools are running:

That's a pretty bare list. How did you setup this VM? What VMware hardware
version is it set to? Is ACPI enabled in the VM settings?
