That's stone age.  That's interrupting.  That's simply bad.

Computing science is only a few decades old, with many centuries ahead, so, yes, we are still on stone age. :) While there are many things you can do without rebooting a machine, there are others that don't. Timezone changes is one of those. It just interrupts something when you deploy a server on production without configuring every detail you should.
