Some ISPs that are particularly stingy with IPs and bad at routing have been doing this.
I might be missing something, but it does seem like a pretty awful, and at best very temporary 'solution' to IPv4 shortage.
I must admit if I were the OP, I'd probably be looking for a new DSL provider.
Roll on widespread v6 adoption and NAT64 for access to the 'legacy internet' :-)
