For freeradius + ldaps I had to use shell access.
Maybe the webgui provides another way, I do not know.

[/usr/local/etc/raddb/moduls/ldap:]
    port = "636"
    start_tls = no
    tls_mode = yes

Documentation about "tls_mode" options is quite vague but it seems to be used 
widely ^_^
