Hi Andrew, I noticed that message appeared on our WMAU members' mailing list in early October. As you did, I could forward the email on behalf of the poster and confirm that it was not a cross-posted email; it was a specific question directed only to our editing community.
I also saw a similar message on the Open-GLAM list last week. Thank you for sharing the Phabricator ticket; I will add my comments.
