In response to comments from Gunlaug and Patrick on the ease of use of the documents for WCAG 2, I was moved to have a try at revising a short passage - not to change the technical content just to reduce the fog.

I chose the "Introduction to Understanding WCAG 2.0 " http://www.w3.org/TR/UNDERSTANDING-WCAG20/#intro
------
A Guide to using WCAG 2.0
Specifications are written in language that reflects the specialized nature of the work that goes to creating them. This creates a barrier to their widespread use. Additional material is needed to help those using the specifications in their daily work understand their intent. This guide uses simple language and examples to show how each guideline and its related tests work together to increase accessibility. Note: As the guide is not yet complete, not all links are active. Inactive links are followed by "(future link)"
Each section of this guide describes a single guideline and its related tests.
For each guideline you will find:
- Text of the guideline
- Overview of the general intent
- Helpful techniques
For each related test, you will find:
- Text of the test
- Key terms
- Intent
- Who is helped
- Strategies for meeting the test
- Common failures
- Options that go beyond the minimum test
- Examples
This guide supports WCAG 2.0 and Techniques for WCAG 2.0. Readers may use the links provided to refer to the related sections of each document.

If this kind of rewriting is useful, I would be happy to help.
