The original maps where I first tackled this were 470x551px, yet there was 42 hotspots -- building lots -- on one, 36 on the other (I'd link to them but they are in a temporary location on someone else's server: the buy who's currently still building the site for his client). Most of the lots/hot spots were located right next to each other so that didn't seem to be an issue. I had to adjust the link area sizes to allow room, not to prevent butting against each other, there was a lot of that, but to prevent overlap. Slight overlap isn't a big deal, but too much of it would create a major usability issue so care had to be taken to ensure any overlap remain minute. Most of the challenge came in the irregular lots to ensure I emcompassed the whole lot without taking to big a bite out of the one next to it.
