I see your issue. Without doing the trouble shooting for you, I'd suggest invoking hasLayout on the header. The easiest way to do this that will not mess up other browsers is to add zoom:1 to the header and its contents one at a time until you figure out which is the offending element. If that doesn't work, make sure you clear the following element, whether it is the contents or whatever.
I have found that IE7 sometimes needs hasLayout or float clearing where other browsers are ok.
