If you want a truly elastic design, ie the design fills the browser window by adjusting the font-size (and the whole website including images are in ems) see my little experiment on my blog http://nickcowie.com/2006/the-fluid-elastic-reboot/ Warning it is rather orange and still needs some work, especially if you default font size is larger than 16px.

It is a little radical but you could use http://nickcowie.com/xtras/fontsize4.js to form the basis of a script that changes font size based on browser window width, so users get one version of the website at 800px wide screens and another on 1000px wide screens.

There is a difference between screen resolution and browser width, though in my experience most users still running 800x600 screens have their browser window maximised. And that was a decent sample
Yeap, but just remember some people may have browser widths starting at (1680 x 1024) wide screen LCDs are out there and it use. Viewing the fully fluid elastic sites at this resolution can be a bit frightening.
