I've upgraded many Macs in my time (it's part of my job) and I've never
heard of this firmware issue before - have you actually tried it? You'll
find that upgrading that 400MHz G3 to Panther or better will significantly
improve performance. My daughter's iMac (350) runs 10.3.9 quite happily, and
it's a known fact that every revision of OS X up to Panther ran faster on
the same hardware.

Perhaps replies should come directly to me, as we're a wee bit off topic
