Maybe. Magazine pages, billboards and posters have fixed width and
height dimensions, and fixed colors. Everything has to fit within those
constraints. If something turns out wrong, you can't just click a button
to get a fresh one to start over with. A browser viewport doesn't have a
fixed (intrinsic) size, and it is subject to instant blanking to start
over. It's limitation doesn't begin until an author makes an assumption
about its size. There is no indefinite scroll to the bottom and reach
the end with the traditional paradigms, so typical web content can all
fit, no matter how much there is that needs to fit. If the user doesn't
much care for the width of that content, he's free to change it in most
cases. I just don't see any intrinsic limitations in a viewport.

So you say. I see no such black/white distinction. I find that image
file sizes can be chosen that permit a reasonably wide range of
usability as displayed size varies. Certainly an image stretched to the
upper limit is likely to be less than ideal, but if at its intrinsic
size it's too small to see, that difference is moot. Better that
everything else is matched up to user requirements, and let image
quality suffer a little if that is required to balance download times
for slow connect users with quality rendering to those who have troubled
themselves to maximize quality on their personal computers.
