Don't use * html! That won't work.

If you need to separate the browsers, use *border and _border on the
individual styles.

I'd go for the option of one "IE-stylesheet" with separating the 
browsers inside (direct selectors for IE7-specific issues, * html foo 
for IE6- etc.).
