When I installed Virtual PC (the free download from MS) on XP Home, it put up a message warning me that it was an "unsupported OS", and gave me the option to cancel, or to install anyway. I installed anyway, and didn't encounter any problems.

(On the other hand, I haven't really played with it much as just after that I got a MacBook, and now just run Windows in Parallels Desktop.)
