You can't uninstall IE from windows that easily, it's a core part of the OS. You'd have to install an older version of Windows into Virtual PC, like Windows ME that comes with IE5.5, or Windows 98 that comes with IE5.
To obtain a copy of those, many people have old computers lying around that would have come with older versions of Windows and, if you don't already have a copy, maybe one of your friends does. If not, try eBay.
IMHO, unless you've got a client who's still using IE5 or 5.5 in their organisation and demanding support, I wouldn't worry about them, they're effectively dead. I only use Virtual PC with Vista for IE7, leaving IE6 on XP. Or maybe, you could install your existing copy of XP into Virtual PC, upgrade your main system to IE7 and leave the Virtual PC copy with IE6. Just be careful with Windows Activation if you do that, since you'd effectively have 2 copies of XP installed and Microsoft doesn't like you doing that.
