Afraid not, the HTML element can only have lang and dir attributes:
<http://www.w3.org/TR/html4/struct/global.html#edef-HTML>

This only applies to HTML 4.01 and XHTML 1.1.
XHTML 1.0 allows for the id attribute on HTML.
