The example that I was trying to describe went more like:

<div id="block1">
<div id="col1">
     <p>Para 1</p>
     <p>Start of Para 2 ...
 </div> 
<div id="col2">
     end of para 2</p>
     <p>foo</p>
 </div> 
</div> 


Appearing as:

Para 1                                              end of para2
Start of Para 2...                         foo
