Create link elements to the feeds? This is just a snippit of HTML included
in the head, its not really complex enough to demand special software.
Links in the page itself? Ditto.
To take an RSS feed and turn it into HTML? I tend towards using Rawdog for
that (or some Perl code based around XML::RAI).
To create an RSS feed? I think I'm using XML::RSS for that, although I'm
pushing ATOM as my primary feed format.
