As memory serves it's when the available space on the other drive is greater than the available space on the existing drive it will start souring things on the new drive. Can't be sure about that though.
I have used the tool before in conjunction with the no_sms_on_drive.sms file to move and keep the contentlib off the c drive after I forgot to put the file there after set up. seemed a little clunky to use, but it worked as advertised.
