One passive solution is to send an e-mail every 2 hours to an external Echo service (ex: [email protected]<mailto:[email protected]>) using Blat and the Windows Scheduler.
First thing is that it will continuously check the whole pathway for your internal and external e-mail solution and if the return address is an internal mailing-list with your cell phone e-mail in it, you will receive (or not if there is a problem) the reply on your cell phone. Evidently, you have to check for it in the morning but you will know. Our core switch went down this weekend, severing all external communications, so SolarWinds could not send alerts to external resources.
