I have them in their own SUG. I’m just trying to figure out what would cause the client to return that its not required. For example, I spot checked a few of the ones listed as not required and they have IE10 installed. What would be the reason that they don’t require the IE11 upgrade? Is that because its not a security update so its essentially an optional install? And if that’s true, if I were to deploy this SUG to those 1100 machines, would IE11 get installed? Or is the client going to continue to classify it as not required/optional and the update would not get applied?

It would all depend on how you have your ADR or Software Update Groups (SUG) set up. IE11 isn't a Security/Critical Update so it wouldn't automatically be deployed depending on your ADRs.
