We are having issues we secondary sites in our SCCM 2012 R2 structure that we 
are trying to implement.  The environment is singe primary (server 2012 R2) 
with remote SQL (server 2012 R2), secondary is server 2012 R2.  The 
installation status in the console shows it passed all of the actions.  The 
state is showing active, in monitoring site hierarchy it looks good.  Database 
replication states Link is being configured, it displays the Parent 
information, but not the Child site information.  When trying to see the status 
messages on the server nothing is there.  Looking at the primary's sender log I 
can see that the client package has been sent successfully.  I can see in the 
secondary site despooler log :

Site currently is in maintenance mode and 
D:\SCCM\inboxes\despoolr.box\receive\2004ndsp.sni is not DRS init or 
certificate exchange package, backup it until site becomes active.

We have a domain group that the servers reside in and are local admins on all 
of the servers.  The firewalls are enabled and configured open.   In SQL the 
primary server and the SQL  has sysadmin rights.  The secondary has connect.

On the secondary site in the SQL logs it is showing the following over and over.
Service Broker login attempt failed with error: 'Connection handshake failed. 
The login 'public' does not have CONNECT permission on the endpoint. State 84
