Ok, so this an email attachment in Outlook 2010. I know there was a bug a bit back with Office 2007 and 2010 where the temp folder couldn't exceed 99 copies of the same item (like a repeatedly used Form). Are you all up-to-date on office patches? If you do a "save as" first and it is usable. then it is usually a problem with the Outlook Secure Cache.
You can try manually clearing the secure temp folder (instead of deleting it) First locate where it is: Outlook 97 HKEY_CURRENT_USER\Software\Microsoft\Office\8.0\Outlook\Security Outlook 98 HKEY_CURRENT_USER\Software\Microsoft\Office\8.5\Outlook\Security Outlook 2000 HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\Security Outlook 2002/XP HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook\Security Outlook 2003 HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security Outlook 2007 HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Security Outlook 2010 HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Outlook\Security Outlook 2013 HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Outlook\Security Copy the location of that folder. Click on Start -> Run... and paste the folder location from previous step - then click OK. Windows Explorer will open that folder. Please, delete all files present.
