An update. It was a networking issue. Seems after our recent network upgrade our client computers are stuck at roughly 5mbs. Networking people will investigate, but most likely due to the specific settings to support our old VOIP system.
After plugging straight in to the core switch, we are now getting 60MB. I have noticed that the speeds of downloading the WIM files during a operating system deployment are not as fast as we were expecting. On the internet people are advising to install KB2910552 to resolve the speed issue.
