The URL Sean Pomeroy gave is the right one, but is/was down/broken for a little 
while and continues to be sluggish for me.

The product is "System Center 2012 R2 Configuration Manager and Endpoint 
Protection SP1", not to be confused with "System Center 2012 Configuration 
Manager and Endpoint Protection SP2", but the ~750mb install/upgrade exe 
(SC2012_SP2_ConfigMgr_SCEP.exe) is the same.  ☺

The R2 section also has a 1.1mb file named SC2012_R2_SP1_ConfigMgr.exe.

You should see SCCM 2012 SP2 on eval and MVL.
This is both upgrade and for new installs.

The 1.1mb R2 "feature pack" changes the version to 2012 R2 SP1.  I've not seen 
this download on MVL, only on the eval site.
