shows like this:

     C:\> Get-DnsServerZoneaging _msdcs.contoso.com

     ZoneName : _msdcs.contoso.com
     AgingEnabled : True
     AvailForScavengeTime : 1/21/2015 8:00:00 AM
     RefreshInterval : 7.00:00:00
     NoRefreshInterval : 7.00:00:00
*     ScavengeServers :*
with the Scavenge Servers field blank, then all servers that carry that
zone are enabled to, and will, scavenge that zone.

If you want to limit the servers that will scavenge the zone, you'll need
to limit the DCs that can do that by specifying their IP addressses, like
so:

     C:\> Get-DnsServerZoneaging _msdcs.contoso.com

     ZoneName : _msdcs.contoso.com
     AgingEnabled : True
     AvailForScavengeTime : 1/21/2015 8:00:00 AM
     RefreshInterval : 7.00:00:00
     NoRefreshInterval : 7.00:00:00
*     ScavengeServers : 192.168.2.52*
This seems to mean that any DC in any domain in the forest can scavenge any
zone it carries, unless otherwise specified.

I would pay careful attention to the sections at the end on where the
scavenging should be set and not set.
