Ok new GPO, Test OU. Same results. Nothing is populated in the IE Popupblocker settings. The GPO is applied to a Computer OU. Should this be a user based OU?

I looked at the permissions and it has the same permissions as all the other policies. What else may cause a GPO to be denied?
