Turning gpo logging on for Internet settings and user loopback.
This is getting to be very very dumb.

Ok new GPO, Test OU.
Same results. Nothing is populated in the IE Popupblocker settings.
The GPO is applied to a Computer OU.
Should this be a user based OU?

I am getting GPO Denied because it is empty or inaccessible.
I looked at the permissions and it has the same permissions as all the other 
policies.
What else may cause a GPO to be denied?
