I have seen this 2-3 times. First time I uninstalled the last 3-5 updates. 
Manually installed IE 11 then reapplied the updates plus IE 11 updates. The 
last two I had to do a Windows 7 repair effectively removing all updates. 
Reapplied updates (including IE 11) through WSUS.

All,

I've got a Win7 machine that has IE 11 already installed, and now it's being 
offered an IE 11 again, and it's failing with error 9C48.

I've tried all of the steps here:

including 'sfc /scannow' (which came up clean) and resetting the Windows Update 
components (clean in each of multiple runs), running the automatic 
troubleshooter (this comes up with an error unable to fix 0x800b0100 
(2015-9-25-t-11_29_34a)) and even deleting the machine entry in WSUS.

A manual install of IE 11 downloaded from MSFT fails saying that a newer 
version is already installed. The version of IE mentioned in About is 
11.0.9600.17691, update version 11.0.17 (kb3032359).

Any thoughts on this?
