I have seen this 2-3 times. First time I uninstalled the last 3-5 updates. Manually installed IE 11 then reapplied the updates plus IE 11 updates. The last two I had to do a Windows 7 repair effectively removing all updates. Reapplied updates (including IE 11) through WSUS.
