I’ve had similar issues and created a new reference image which corrected the 
problem – although it wasn’t with those modern apps, it was the News and 
Finance modern applications (I remove the Groove Music and Movies/TV apps from 
my reference image).

install task sequence that Groove Music and Movies and TV are no longer
