It's an EXE download, not MSU.
In the KB it only says "available for download from the Microsoft Download
Center", nothing about WU.
In the list of WSUS updates for 2014,
https://support.microsoft.com/en-us/kb/3028013 , neither MS14-042 or KB2972621
appear.
At the same link it says "This article does not apply to security releases for
products that are not supported by Windows Update."
That logic leads me to think it will not be available in SCCM SUP / WSUS.

that provides the messaging capabilities of Windows Azure Service Bus on
Windows")

I have all classifications ticked, so not a classification. From a quick read,
maybe? the windows azure packs?
