Problem with the reports you are using, is that 100% is made up of 4 things (Required,Not Required,Installed and unknown). Unknown (assuming you have AD discovery set) can be 1)devices in AD that are no longer in existence, 2)devices that have not reported in because of SCCM client issues or not on the network 3) something else. the most important metric is to have zero in "Required" the second most important metric is knowing why the unknowns are unknown
