They should install the highest grade cable that they can afford, future-proofing the installation as much as possible. Installing Cat5e cable would limit their ability to take advantage of newer wireless access points running 802.11ac and beyond.
Installing 50 POE injectors makes no sense. If they don't want to upgrade their network switches they could install multi-port mid-span POE injectors in their data closets.
