How about if dB and dw are on the same sql enterprise. Is it not supported to
have reporting on a different version?

Should not be. SRS has no requirement (nor benefit) to be Enterprise edition
in SCOM.
Plus – System Center licensing includes SQL standard edition at no additional
cost.
