If it is supported by SQL – it is supported by SCOM.

SCOM does not have any requirements – standard or enterprise.  And they can be 
mixed.  For instance – it is common for SCOM OpsDB to be on standard, while the 
datawarehouse can be on enterpise, while the SRS would be on standard 
editions…. but these would ALL be on different servers.  I have no idea if they 
can be mixed when using the same server.

Should not be.  SRS has no requirement (nor benefit) to be Enterprise edition 
in SCOM.

Plus – System Center licensing includes SQL standard edition at no additional 
cost.  ☺
