I believe this is a bug, caused by the name of the WIM file being in upper case.
The challenge is changing that to lower case. To try it out, open up D:\Deploy\Control\OperatingSystems.xml using Notepad, search for the file name in question, and change the ".WIM" to ".wim", then try to update the media again.
