What do you mean by “user-based” installs?

Subject: Re: [mssms] User-based Application Installs - Reporting
Thanks!
I am doing Software Inventory for all executable's. Is there a built-in report
that I can modify for this specific use-case?

If you are collecting all running executables, you can do a report on all
executables running out of c:\users.

Hello everyone,
Before everyone mentions AppLocker as being a tool for this, that I realize.
I've been pushing for it for a few years now but I think I may finally be able
to get some traction on it due to the sheer amount of applications available
via this method today. Having some reporting on this would help tremendously.
Anyways, my main question, can I do some reporting on this via ConfigMgr? I
went through a few reports and it didn't seem to be detecting 'user-based'
applications or software installs.
Am I out of luck on this?
Thanks for all feedback and input!
