I have the exact same error.  The role server is on Server 2016 TP4 (yeah not 
supported but I wanted to try the new OS).  I am using a proxy.

I finally opened up the ConfigMgr.Manifest.XML file and compared the listed 
files with those in the 
“EasySetupPayload\fc06b822-c64d-43f0-aa4a-0f746ac5dcd1\redist” folder and the 
only one that appears to be missing is ConfigMgr.AutoUpgradeScripts.cab

I can open IE to the source URL (http://go.microsoft.com/fwlink/?LinkID=691396) 
and download it just fine, so I’m not sure why ConfigMgr is unable to.

Manually downloading that CAB into the redist folder does not help either.

have you tried restarting the DMPDownloader component and monitoring the log at 
the same time to see if it re-downloads ?

by default it will check once every 1440 minutes for those updates (once a day) 
and this seems to kick start it at least for me...

How can I determine exactly which prerequisite ConfigMgr is failing to download?

I don’t know if it is related or not, but in hman.log, I also see this error:
