Update broke my test site. Component Manager and SMS Providers having issues 
starting and running. Site reset did not help anything

it's working now guys, I've just done it, please do TRY again, to kick it off, 
restart the SMS_DMPDOWNLOADER component, monitor the hman.log and cmupdate.log 
after that, once it's downloaded fully it'll show up in cloud services updates 
and servicing, then right click and choose Install Update Pack :-)

Yeah I can manually download it and see it's signed as sha1 not 256.  It's 
never going to work until it gets resigned it seems.

Brian – are you also missing the ConfigMgr.AutoUpgradeScripts.cab file when it 
attempts to download the redistributables?

I have the exact same error.  The role server is on Server 2016 TP4 (yeah not 
supported but I wanted to try the new OS).  I am using a proxy.

No proxy here.

Tried another outside connection, but it also fails.

Still would not explain why the SHA256 for the manually downloaded file does 
not match what is listed in the ConfigMgr.Manifest.XML file

I finally opened up the ConfigMgr.Manifest.XML file and compared the listed 
files with those in the 
“EasySetupPayload\fc06b822-c64d-43f0-aa4a-0f746ac5dcd1\redist” folder and the

I can open IE to the source URL

 and download it just fine, so I’m not sure why ConfigMgr is unable to.

Manually downloading that CAB into the redist folder does not help either.

have you tried restarting the DMPDownloader component and monitoring the log at 
the same time to see if it re-downloads ?

by default it will check once every 1440 minutes for those updates (once a day) 
and this seems to kick start it at least for me...

How can I determine exactly which prerequisite ConfigMgr is failing to download?

I don’t know if it is related or not, but in hman.log, I also see this error:
