I use hard quotas for that purpose. But, yes, I would apply it to the HOME folder itself, using auto apply template and create on existing and new. Everyone in that HOME folder will get the 5GB quota then (and from there you can manually adjust specific users if they need more).

Do all the 5GB quotas on the subfolders add up to above the 5GB soft quota on the Home share level? I'm not sure if that's clear enough, but hopefully it's a start.
