After a bunch of troubleshooting I narrowed it down to different DPI of monitors. I opened a ticket work it. SB is at 200% DPI and the two externals at 100%. The problem is some apps behave weirdly with the externals under certain circumstances. You'll note if you go into display settings you might have an orange warning saying you need to sign out for changes to take effect. You want it to look like my attached screenshot. In my case, I need to log in (not unlock) to my user account while the monitors are plugged in. If I take my computer home, use it, then bring it back in and unlock it with the monitors attached it'll warn me to sign out/in to fix it. ConfigMgr console (and other apps like RDC Manager) seem to dislike non-100% DPIs when this occurs. See if that helps you. I'm running my monitor at 200% (text, apps, etc.) and for the most part everything is good except for the SCCM console. Everything is microscopic, as if its ignoring what the display settings are adjusted to.
