Found that:
Solved by recreating the entire shadow copy space. Run the following commands:
vssadmin list shadowstorage
vssadmin Delete ShadowStorage /For=C: /On=D:
vssadmin Add ShadowStorage /For=C: /On=D: /MaxSize=1024MB
These commands will lists your current settings, delete the current shadow copy
storage space (you'll loose all snapshots so modify the paramters to your
needs!) and recreate the shadow copy space.

I've tried reregistering the DLL multiple times, no joy.
I keep running into KB 2009533 that refers to an incorrect registry path for
the eventcls.dll. I've verified this a gazillion times and that doesn't seem
to be the issue.
Registry permissions seem to all be in order, at least when comparing to a
working machine.
Anybody have any bright ideas?
