Thanks to everybody for the suggestions, managed to resolve the problem yesterday. Bit embarrassed, since it was staring me in the face the whole time – the time had drifted ahead by 5mins! Turns out the time sync wasn’t correctly setup on the server. After correcting the time, surprise surprise, WMI connectivity is resolved and content is being distributed.

You could also go look at WMI management; double-check permissions on that namespace. other thoughts: someone change a firewall rules between the 2 servers? router config changes? DNS messed up so the primary thinks the dp is on IP address 10.10.10.10 when it's really 10.10.10.11 ?
