☺ This was a case of, “fire-aim-ready” on my part. Please disregard the 
services thought.

I did have an application that had to be uninstalled with the same installer 
used to initially install with the switch /x. I think it was using the msi guid.

Hello everyone,

I'm looking to prep my server for the v1511 upgrade but I'm having issues 
uninstalling the 8.1 ADK prior to installing the Windows 10 ADK.

When I go to uninstall I receive:
"An error occurred while uninstalling 'Windows Performance Toolkit'
"Fatal error during installation"

The log for that states:
"MSI (s) (8C:C0) [12:00:00:804]: Internal MSI error. Installer terminated 
prematurely."

Looking at the setup log provides this:
[14A8:0A84][2016-02-29T12:00:00]: Error 0x80070643: Failed to uninstall MSI 
package.
[14A8:0A84][2016-02-29T12:00:00]: Error 0x80070643: Failed to execute MSI 
package.

per-machine MSI package.

Any ideas on how to best move forward?
