I figured it out.  These are the steps I took:

   1. Ran the original 8.1 ADK Setup
   2. Chose 'Install on a different computer' so all the files extracted
   3. Ran the 'adksetup.exe' from the extracted download
   4. Reinstalled all components
   5. Went into 'Programs and Features' and did an Uninstall of the ADK
   6. Success

My guess is that there were some missing MSI cache files or corrupt MSI
cache files that didn't allow for a successful uninstall.
